The Snoqualmie Pass Utility District invites separate sealed BIDS for the construction of the PHASE 2 MEMBRANE BIOREACTOR WASTEWATER TREATMENT PLANT IMPROVEMENTS, HLA Project No. 22072E including the following approximate major quantities of work:

Installation of two new headworks screens; construction of a new grit removal system; construction of a new equalization basin tank and associated modification and fill within the existing lagoon; construction of a new MBR building expansion including MBR treatment processes, thickening and dewatering equipment, ultraviolet disinfection, and nonpotable water system; construction of a new aerobic digester; construction of new sludge drying beds, and site improvements including yard piping, asphalt paving, and stormwater management infrastructure.

This contract has three hundred (300) working days to complete the work.

Bids will be received by the District Manager, 932 Hyak Drive East, P.O. Box 131, Snoqualmie Pass, Washington 98068, until 10:00 a.m., November 6, 2024, and then shortly thereafter will be publicly opened and read aloud.

Bidders are encouraged to register as planholders on the website, whom will be added to the Planholder list and will receive automatic addenda notification. A pre-bid conference will be held at the project site, 932 Hyak Drive East, Snoqualmie Pass, Washington 98068, at 10:00 a.m., October 3, 2024. Prospective bidders are encouraged to attend the pre-bid conference, but bids may be submitted without attending the meeting.

Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the Snoqualmie Pass Utility District for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the Snoqualmie Pass Utility District in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed, and filed with the Clerk on or before the day and hour above mentioned.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. The Snoqualmie Pass Utility District is an Equal Opportunity and Affirmative Action Employer. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.

The project is funded through the Department of Ecology with federal funds from the Centennial Clean Water Program. All Department of Ecology requirements and/or provisions must be met by the Contractor and all subcontractors.

The Snoqualmie Pass Utility District reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the Snoqualmie Pass Utility District.
