City of Selah - 3rd Street Overlay and Orchard Avenue Water Main Improvements (HLA Project No. 25036 & 25074)

The City of Selah invites separate sealed BIDS for the construction of the 3rd Street Overlay and Orchard Avenue Water Main Improvements, TIB Project No. 3-E-182(008)-1, PWB Project No. PC22-96103-046, HLA Project Nos. 25036 & 25074 including the following approximate major quantities of work:

Schedules A and B of the proposed project includes planing 2" depth of 6,650 SY of existing asphalt, 8 new ADA ramps, 1,050 TON of HMA, 1,200 LF of Cement Conc. Curb and Gutter, and, pavement markings.

Schedules C and D of the proposed project includes planing 2" depth of 1,990 SY of existing asphalt, 360 TON of HMA paving, 640 LF of 8-inch D.I. water main, two new hydrant assemblies, 60 SY of Cement Conc. Sidewalk, and 28 new water services.

This contract has fifty (50) working days to complete the work.

Bids will be received by the City Clerk at City Hall, 115 W. Naches Avenue, Selah, WA 98942, until 11:00 a.m., May 7, 2025, and then shortly thereafter will be publicly opened and read aloud at the City Hall Meeting Room located at 115 W. Naches Avenue.

Bidders are encouraged to register as planholders on the website, whom will be added to the Planholder list and will receive automatic addenda notification. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the City of Selah for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the City of Selah in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed and filed with the Clerk on or before the day and hour above mentioned.

The City of Selah, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

This project is partially funded through Public Works Board (PWB). All PWB requirements and/or provisions must be met by the Contractor and all subcontractors. All bidders and contractors performing work on this project must be licensed to conduct business in Washington State and must meet the Bidder responsibility criteria defined in RCW 39.04.350.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

The City of Selah reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the City of Selah.
