This rehabilitation project included resurfacing and widening the entire length of Alpha Taxiway (7,604 feet), as well as connectors A1-A5 and portions of Charlie and Bravo Taxiways. Other improvements were made to pavement areas and shoulders, including new Taxiway Design Group (TDG) 5 fillets and reconstruction of airfield pavement north of Alpha Taxiway extending to the non-movement boundary line. Existing Medium Intensity Taxiway Lights were replaced with new LED taxiway lights, including new conduit, fixtures, and regulator. All Type 1 Taxiway and Runway signs were replaced with Type 3 signs, in combination with enhanced markings, to improve visibility.
Construction occurred on a 24/7 schedule for 140 days, and was completed in phases to minimize impacts on aircraft operations and the airfield community. To ensure continued commercial services, the runway was closed and reopened several times each day. Since most of the navigational equipment is owned and maintained by the FAA, extensive coordination was required before and during the project for the deactivation and activation sequences. Heightened security and safety measures were required for all personnel entering the airfield.
This was a one-of-a-kind project for YKM with a level of effort which has never been seen for any improvement project. Planning for the improvements started in 2011, with final closeout occurring in 2017. All elements of the project were managed to not exceed available funding through the Airport Improvement Program.
HLA provided assistance in acquiring funding, preparation of grant applications, FAA coordination, design, contract documents, cost estimates, construction observation and administration, and funding management.
