This project began in 2013 with the preparation of design plans and specifications for piping an open canal, which collects runoff from the stormwater system near the center of the City. In the fall of 2016, during low flows, this section of the canal was piped with 84-inch pipe, including removal of existing concrete debris, relocation of utility crossings and poles, reconstruction of street crossing, installation of 8 pretreatment manholes, access ports, sidewalks, curb ramps, bio-infiltration swales, and other related work. HLA provided funding application assistance, topographic survey, design, plans and specifications, services during construction, and funding administration.
