This area of aging two-lane roadway had no pedestrian facilities with only gravel shoulders, was cracked and patched with numerous inconsistent repairs, and lacked appropriate stormwater management infrastructure. Work included widening South 14th Street to a three-lane roadway, adding curb and gutter, sidewalk and curb ramps, and new storm drainage facilities to manage the increased surface runoff. The design included 640 LF of underdrain pipe infiltration trench with 25 catch basins, eight manhole and 11 valve box adjustments, nine commercial driveway approaches, and other related work. HLA services included preparing the TIB funding application, design engineering, plans, specifications, construction observation and management, and funding administration services.
