Improvements to Wine Country Road (WCR) were completed in three phases. In 2018, the roadway was resurfaced from the SVID Canal to the easterly City limits. During 2019, the City learned WSDOT was planning a paving project at Exit 73 on Interstate 82 and determined it beneficial to make improvements to WCR in conjunction with WSDOT work. HLA provided expedited design engineering to coincide with WSDOT’s schedule and improvements were made from Exit 73 to Stover Road. Construction to resurface WCR in 2021 took place between Stover and Euclid Roads.
WCR had been in poor condition, with severe longitudinal and transverse cracking in the asphalt. Construction included planing existing pavement, crack sealing, resurfacing with hot mix asphalt, and new pavement markings.
HLA provided funding application assistance, design engineering, plans, specifications, bidding assistance, construction observation and management, and funding administration for all three phases.
