This project area was missing segments of sidewalk and school children were walking in the roadway, grass, and gravel areas, without crosswalks, pavement markings, or curb ramps. A portion of the improvements included an eight-foot-wide pathway along Allen Park, providing connectivity and safety for students walking to and from Lincoln Elementary School and Valley View Elementary School, and for residential recreational purposes.
Work involved new sidewalk, curb, and gutter to complete gaps in Dayton Avenue, Pearne Street, D Street, and Zillah Avenue. Construction included multiple ADA compliant ramps, storm drainage, signage, and pavement markings.
To garner an economy of scale and reduce costs, this project was bid with another Toppenish sidewalk project. HLA services included funding application assistance, design engineering, plans, specifications, bidding assistance, construction observation and management, and funding administration.
