As a major freight route, Summitview Avenue is classified as an arterial and serves as a major east/west corridor for the City. Experiencing continued degradation, HLA prepared a National Highway System (NHS) funding application and secured $2.3 million to resurface the roadway from 40th to 48th Avenues, and 56th to 72nd Avenues. Also included in the award was upgrading 24 pedestrian curb ramps for ADA compliance, installation of curb and gutter, manhole and valve box adjustments, crack sealing, and all pavement markings. A synthetic fiber was added to the hot mix asphalt to extend the life of the roadway by increasing tensile strength. To alleviate disruption of traffic much of the work was performed at night.
HLA provided environmental compliance including NEPA approval, surveying, coordination with public and private utilities, asphalt cores, pavement design, final plans, specifications, and cost estimate, and construction obligation package for submission to WSDOT.
